This terror organization is led by Kit's former right hand man in Walkabout Foundation, Peter Quisling. With the area heavily guarded by Quisling's men, it is difficult for Kit to reach the boss that easy. The villain is finally taken down but there is destruction. The destruction of the entire Walkabout Foundation, which was, as Kit realizes, in the way to take up the self-appointed masked crime fighter's role.
